TCR & SMS Compliance Requirements

These requirements apply to the setup and use of SMS functionality as mandated by The Campaign Registry (TCR) and telecom carriers.

3.1. TCR Requirements

  • 7–25 business days if there are no rejections

It is strongly recommended to complete TCR registration before initiating any phone number transfer

Information Required for SMS-TCR Activation

To activate SMS services, businesses must provide:

  1. A clear outline of the SMS communication purpose

  2. A website or established social media presence confirming business legitimacy

  3. A verifiable client consent method (proof of opt-in is mandatory)

  4. Three sample outbound SMS messages, including one that contains:
    “Reply STOP to opt out”

  5. A Privacy Policy confirming that client information and opt-in details are not shared with third parties

 

3.2. Number Porting Requirements

To transfer an existing phone number, the following must be met:

  1. The phone number must remain active with the current provider during porting

  2. The most recent bill from the current carrier must be provided

  3. Phone systems must be ready for activation (if applicable)

  4. No open service or modification orders may exist with the current provider

  5. The number cannot have DSL/broadband services attached to it

  6. Features such as Centrex, RCF, Ring Mate, ISDN, or distinctive ring must be removed

  7. If multiple numbers share the same Billing Telephone Number (BTN), the provider must be notified if any numbers are not being ported
